An Evaluation of the Pennsylvania Medicaid Program Using a Public-Corporate Partnership

The integrated medical, pharmaceutical, and administrative claims files of the Pennsylvania Medicaid program, using corporate support from Glaxco Wellcome, Inc., were evaluated in this project.

In fiscal year 1994, Pennsylvania had approximately 1.26 million Medicaid recipients, ranking fifth. Vendor payments in Pennsylvania for 1994 were approximately $4.2 billion. Like other states, Pennsylvania routinely reports its Medicaid cost and utilization statistics by type of service and by category of Medicaid recipient. While valuable, these reports are less useful in designing policies to achieve high-quality and cost-effective treatment outcomes for the state's Medicaid recipients.

This public-corporate partnership provided a new model for Medicaid program evaluation. Other partners in this evaluation were the Center for Professional Drug Information and Education at the Pennsylvania Medical Society and the Pennsylvania Department of Public Welfare.
