GSA is the oldest and largest multidisciplinary scientific organization in the world devoted to the advancement of aging-related research. Being named a Fellow is the result of a person's outstanding contributions to the field of gerontology through research, teaching, administration, public service, practice and/or notable participation in GSA.

Kemper is being honored for his research contributions and policy analysis of long-term care financing and delivery; managed care; and post-acute care for Medicare patients. Before coming to Penn State in 2001, Kemper served as vice president of the Center for Studying Health System Change, a nonpartisan policy research organization located in Washington, D.C., where he was the principal investigator of the Community Tracking Study. During that time, he also served as a commissioner for the Medicare Payment Advisory Commission and as an adjunct professor for the Georgetown Public Policy Institute.

Before that, Kemper was director of the Division for Long-term Care Studies within the Agency for Health Care Policy and Research and led the Long-term Care Insurance Options Work Group for the Clinton Health Reform Task Force. He has also served as the director of the Madison office of Mathematica Policy Research and as an assistant professor at Swarthmore College.
