Healthcare-related Administrative Experience
Budgeting
- Managed multiple health care delivery operations with more than $15 million in budgets consisting of professional fees, grants from federal and state agencies and private sources.
- Formerly managed a major portion of state agency operating budget as it related to matters affecting the unit.
- Developed and drafted five-year plan with accompanying budget for a non-profit corporation.
Staff Supervision
- Led 11 administrator and support staff who managed more than 140 care providers, health educators, professional and clerical staff in both in-patient and out-patient settings.
- Formerly supervised a staff of 17 f.t.e professional and support in government agency setting; lead efforts to re-organize the staff and provide developmental opportunities.
- Initiated marketing plan development for physician promotion and selected health care service lines.
Systems Management
- Supervised units charged with responsibility for managing care delivery and its billing professional component for operations, both outpatient and occupational medicine, exceeding $9 million in revenue.
- Led implementation of hospital budget reporting system, affording hospitals an Internet-based method of filing required information with government agency.
Healthcare - Related Policy Experience
Regulatory
- Led the unit charged with administration of Certificate of Need law, hospital budget reporting and related matters.
- Developed policies relative to the Certificate of Need process facilitating public access to and promoting equilibrium in the health care system.
- Consulted
for Connecticut's Office of Health Care Access, providing leadership
in:
- re-engineering Certificate of Need processes;
- authoring outpatient data collection plan;
- special research projects concerning ambulatory surgery centers, specifically identified Certificate of Need applications, and cardiac angiography.
- Served 4-month administrative internship in Connecticut's Office of Health Care Access.
- Provided leadership in implementation of restructured Certificate of Need process.
- Led Office of Health Care Access Cardiac Work Group.
- Supervised development of statewide comprehensive study of cardiovascular needs analysis.
- Led and facilitated negotiations among multiple health care providers to implement regional planning and dissemination of Positron Emission Tomography (PET) technology.
- Represented Office of Health Care Access in numerous forums and public presentations including: Connecticut Health Lawyers Association presentations and OHCA Forums in 1999 and 2000
Medicaid
- Initiated and successfully developed city-wide (Wichita, KS) Mayor's Conference on Welfare Reform.
- Served as administrative coordinator, state (KS) contract negotiator and as legislative representative for community-based provider-sponsored Medicaid organization.

Member, Kansas House of Representatives, 83rd district (1977 -1985)
